Financial Support Policy for Permitted and Non-Permit Activities and Training

Chorley District Scouts Funding

The district has a range of funding opportunities available to directly support local Scouting in Chorley.  We can fund a wide range of Permits and Non-Permit Activities as well as Module Training and First Aid Training that will help to support the future of Scouting in Chorley and create more opportunities for more young people and adult volunteers to develop skills for life.

ACTIVITY PERMIT – Grant for individuals 

There is a need  for adults to be given the opportunity to develop and establish skills to introduce and train young people in activities. There is also a need for more assessors, and funding is also available to encourage as many adults as possible to  become assessors.

The district believes that adults who wish to become trained to hold a leadership or supervisory permit should be actively supported financially.

Funding is also available externally and from The Scout Association UK ( activities@scouts.org.uk ) and West Lancashire Scouts and these along with a district application if appropriate should be applied for prior to applying to the district. Funds available within the district are limited and we wish to ensure that our young people can the best opportunities possible through our trained and skilled adults

We welcome application for grants for training for any permitted activity listed by the Scout Association and with discussion support for training where they are not listed.

You will be contacted by the ADC Activities  to discuss your application, establish any further information and share this with FFR ahead of then deciding whether to support the application or not.

Types of Permit

Permit Age Restrictions Allows Doesn’t Allow Useful For
Personal Maximum age 17, no minimum age. Taking part in the activity with others who hold personal permits. Leading the activity for anyone without a permit. Allowing young people to progress in an activity by practising with their peers.
Leadership No maximum or minimum age. Leading the activity for a group of young people while remaining with them. Remotely supervising an activity or working with multiple groups. Introducing and training young people in an activity by working directly with them.
Supervisory No maximum or minimum age. Remotely supervising an activity for multiple groups.

 

Approving groups to take part in the activity without remotely supervising them. Developing young people by giving them opportunities for supervised responsibility.

 

NIGHTS AWAY PERMIT – Grant for individuals

Nights away are an essential part of Scouting. They allow young people to become more confident and independent, they are key to retention and are an essential part of gaining top awards.

 

Chorley Scout District is keen to encourage and support the training and development of our adults new or established to gain the skills required to be more confident in taking groups on overnight stays whether indoor or outdoor. The training will involve

  • Programme planning
  • Health and safety for residentials
  • Residential planning and administration
  • Learning to effectively pitch a camp
  • Practical skills
  • Styles of tent and cooking apparatus
  • Catering for your group
  • Backwoods cooking and campfires

The Nights Away Permit will be 100% Financially Supported on application. 

NON-ACTIVITY PERMIT – Grant for individuals

These activities as with Activity Permits will be Financially Supported on application. An attendance fee will be required from groups, however this will be fully reimbursed on attendance and completion of the course. 

FUNDING 

The Criteria for funding are listed below. . Funding should be requested and approved prior to any agreement being made with the provider to take up their services. If this is not the case then funding will be provided on a case-by-case basis, based on the situation.

Funding criteria:

  • The gaining of the permit actively improves the provision of activities within the District and Group. Permit holders funded through this process may be called upon to provide activities for other groups in the district sporadically
  • The permit cannot be attained through District or County assessment provision
  • The provider is recognised by the Scout Association as a qualification which meets the Scout Association’s assessment criteria (as per the A to Z of activities)
  • A checklist of the assessment criteria can be obtained from the provider so that this may be validated within the association for the permit to be added to compass
  • Circumstances which mean the permit cannot be obtained through District or County Provision (case by case basis)

All applications will be considered, and if successful a portion or even full funding will be provided based on the above criteria being met. 

FIRST AID CERTIFICATES

BASIC FIRST AID CERTIFICATE ( One Day Course ) – Grant for individuals The cost will be met by District upon application before course. This should be paid for by the group and reimbursed on completion.

ADDITIONAL/SPECIALIST  FIRST AID CERTIFICATE ( Two Day Course ) – Grant for individuals

Adults  need to obtain a more advanced  certificate for several permit and external body qualifications. e.g.   First Aid in the Outdoors. These will be funded up to the level of Basic First Aid Certificate

 

MODULE LEADER TRAINING

 

Volunteers are the heart of the Scouts, and we want you to get every bit as much out of it as you put in.

We know that Scouting is not only about young people, but also about the development of our volunteers. To support Scout volunteers, you are required to complete a training programme made up of mandatory, role specific and ongoing learning.

The training programme builds on your existing skills and knowledge and some elements count towards externally recognised awards

Chorley district actively supports our volunteers financially so that they complete the training programme. The cost of training will be paid for by Chorley District.  

 

APPLICATION FOR FINANCIAL SUPPORT

  • Applications should be made in the first instance by completing the Application Form and email to the Assistant District Commissioner for Activities.
  • The application will be considered and reviewed by the Assistant District Commissioner for activities
  • If the Assistant District Commissioner for Activities considers the application should be supported, the Finance and Fund Raising Sub-Committee will confirm the level of funding to be provided by the district.
  • If the Assistant District Commissioner for Activities considers the application should NOT be supported, they will confirm the reasoning behind this decision.
  • If the Assistant District Commissioner for Activities considers the application should NOT be supported, they will confirm the reasoning behind this decision
  • If either the Finance and Fund-Raising Sub-Committee or District Commissioner are not prepared to support the application, the applicant will be informed in writing of that fact, and of the reasons. The applicant shall then have the right to renew his/her application direct to the District Commissioner
  • The decision of the District Commissioner shall be final.

The King continues a long tradition of the monarch giving their Patronage, dating back to 1912. This was when Scouts was granted its Royal Charter and HM George V became our first Patron.
